Fairfax County bans smoking in elevators, galleries, libraries, museums, most theatres, health care facilities, retail stores and food stores with more than eight employees. However, restaurants are totally at liberty to decide whether they will have smoking and/or nonsmoking areas. A nonsmoking area, if it exists, need not have any real separation.

   Reviewer's comment: You've given my dining out a whole new, vibrant meaning. Now when I eat out, I feel like a restaurant reviewer in disguise (what power, if they only knew who I am!). My antennae are quivering, colors are sharper, tastes and smells more distinct, decor, comfort, and service cry aloud for comment and analysis. I give Luna Grill very high marks. They range from light cuisine such as excellent California style salads to Ye Old American comfort food: one of their most popular lunches is a combo of grilled cheese sandwich and tomato soup. The tomato soup is homemade great stuff, and the grilled cheese is not on white bread but something else thick, like sourdough. Their turkey platter is really good. You know the usual stuff, thin defrosted slices of turkey breast on crappy dressing, canned overly sweet cranberry sauce and powdered mashed potatos. Well, forget that. They serve really good turkey breast slices over a dressing that looks homemade, with thick chunks of fresh bread bits and what seemed to be apple bits, a small amount of good cranberry sauce, and -it's hard to believe but it sure tasted like - real mashed potatos, mixed with a delicate gravy and chopped parsley. Their menu also says their Eggplant Parmigiana is not fried but baked. I think they cater to a nutrition-conscious crowd which loves tasty food but wants to be healthy, also. I sat in a hard wooden booth, softened by a pillow for my back. Service was friendly. And there is absolutely NO SMOKING anywhere. None.

Home of the bottomless coffee cup. Great atmosphere, though the music can get too loud (just ask them to turn the volume down a crank) and lots of environmental activists frequent the place. Oh, this is such a hard assignment (says our correspondent), but I mustn't shirk my duty. The lunch buffet was delicious and prepared with a light hand. Some of my favorites were a deepfried vegetarian ball with a chickpea base, fluffy rice with almonds, and a salad with cucumber slices and a creamy dressing. On the table is a napkin-covered basket of fresh, very delicate pita bread. The glass cases of pastries had an unexplainable magnetic attraction; the baklava was not to be resisted. [They also ship baklava nationwide!]
As for smoking, the cafe is in Fairfax County and is too small to offer a nonsmoking 'section'. There have been smokers at outdoor tables, but the front door is closed. Since I am nothing if not meticulous about my research I plan to return and check this out. I will persevere - and have more baklava.

Located in the touristy, historic cobblestone Shockoe Slip area, down by the River. The buildings are beautiful, the area is safe, and houses a variety of corporate and retail businesses. This particular place is in the heart of the district, in a cul-de-sac. They serve the best coffee in Richmond, roasted on the premises, also bagels, baked goods, soups, and sandwiches. The staff is your predictable pierced, tattooed, and dressed all in black scenester. They draw an eclectic crowd. They close at 3 on Sunday, but are open as late as midnight most other evenings. Smoking is allowed in the outdoor area. A lovely fountain adds to the ambience.

This little bakery is a well-kept secret, but the word needs to get out. There is absolutely no smoking in the establishment. Bread is always fresh baked in huge loaves and so reasonably priced it seems unfair to the bakers. The best thing they have done is start a little lunch service from 11:30am to 2pm on weekdays.
  They make gourmet pizza (fresh, handmade crust) with such delicious combinations as feta, spinach, and artichoke and rosemary, tomato, and provalone (get there early -- they sell out fast).
  They also sell sandwiches (deli selections -- turkey, ham, etc.) served on their incredible European-style rolls, finished with homemade feta garlic dressing (used in place of mayonaise) and incredibly fresh veggies. Chips served on the side, all for under $5. Good iced tea.
