Advertising tobacco has been illegal in Norway for decades.
In 1999, new rules were introduced.
Smoking is banned in any public building, including railway stations,
airports, theatres, and on transport (trains, buses and planes).
Here's more good news:
In every cafe, bar, pub, restaurant and hotel, half the seats are
(in principle) to be reserved for nonsmokers. You must be able to
walk from the entrance to the bar, restrooms and dining area
without walking through smoke. There is supposed to be a physical barrier:
nonsmokers are not to be subjected
to smoke. This shows that lawmakers are thinking about the total experience
for nonsmoking customers.
In reality, this is a big deal for business owners -
don't expect to see it in effect just yet.
But it shows how things are heading. Norway may turn out to be the
California of Europe :-)

General note from a helpful traveler:
It has been our experience that chefs who care about food
will not allow smoking in the dining room. These chefs work
in the finer restaurants. You will have to pay a little more
than at McDonalds (your other smoke-free alternative in
Scandinavia) but it is generally worth it. Otherwise, you
end up running the risk of having to leave or having your
meal ruined by someone lighting up -- a meal that may have
been initially cheaper, but now is quite costly.
